Cache Validation

The result of this will be a file gdb in the cache folder that contains the results. There will be "coverage" and "error" feature classes for each layer. For each of these there will be a "_dissolve" feature class. The disolve feature class merges all the tiles into big features. You really want to work with these. If there is no "_dissolve" feature class for the errors then there were no errors found in that level.
