Video Live streaming from specific time

Hi experts,
I want to live stream video from a fixed time. The challenge is if any one start viewing the video after that specific time, suppose after 15 min from the start time, he will see the video from that moment. i mean he will miss the previous 15 min and cannot be able to rewind.

Any idea how to do that?
