    All the language inside .net framework internally follow the MSIL so if you create any thing in c# or VB it will be available for all the other language inside the suite.

    Dlls can be called by any application developed in any technology. Try to access to it from C++ or whatever language you are using. Let us know if you are getting error or exception.
