Hi Naveen,
You will get hundreds of templates online. Also it is difficult to manage attachments and image if you are creating similar site using asp.net. CMS will be the best approach to build these kind of sites. Also you can use wordpress template or blogspot template if you are interested.
If you the person trying to build this site then I would say maximum a month time.

If you want to create Online forum site as DNS then as asheej said you need to take help of Content management system, or webparts, you can create a simple site having limited facilities. you need to maintain a database for it.
i think time is depend upon the scope you decide for your website.

The option to create a normal forum like stuff is easy using PHP and Word press. There are also a lot of online template
nut if you are going to create using the .net asp which has a better control on data base and UI site then it might get a long to do as the site DNS is not a small one.
Your database design must be wel enough, easily it will gone take Months.

If you are using ASP.NET for creating a CMS, you need to work a lot and their might be a lot of problems. If you want to create a static website that will just look like Dotnetspider, it can be done within a week but creating a CMS like DNS might take a lot time.
Better and recommended way is to use a CMS instead based on ASP.NET or any other platform.

You can decide the scope of the website in phase wise manner. Take proper estimates for every phase which you are going to implement.
Do not go for whole site in one phase. Go step by step and implement.
Try to take help from others while designing or maintaining website. Proper server management is also must while storing the data. Also consider backup and restore management also.
Depending up on the scope of the website, time limit differs.
