Report Designer is part of the Business Intelligence Developer Studio and is not a separate tool or software. When Business Intelligence Develop Studio is used to design reports, it is called Report Designer.

Business Intelligence Developer Studio is a development environment with the Visual Studio IDE. It can be used to create a few types of business intelligence projects including reports.
Report Designer helps you design complex reports using a set of design tools. It provides a wizard which you can use to create reports by clicking through few steps.
This requires understanding of underlying structure of the data.
This is the Developer’s tool for designing reports.
Creating a report using Report Designer includes the following steps:
1. Create a report project using BI Developer Studio (Visual Studio IDE)
2. Connect to a data source
3. Design the report view by adding visual controls and data components
4. Preview the report
5. Save report definition file or deploy report definition to the report server
6. Launch report from the report server to view
When a report is designed using Report Designer, it is saved as a Report Definition Language (RDL) file. The report definition includes the connection information to the database, structure of data, layout of graphical elements and other objects in the report etc. The report definition is saved in XML format.
As a developer, this will be one of the tools that you will be actively using, along with Report Manager, during your report development process.
