I would like to suggest a few more points that needed to be considered:
(*) Website bandwidth. Video downloads consume huge bandwidth.
(*) Copyright restrictions. I would suggest that you can check out YouTube way of handling copyright, since even I am not that much expert in explaining copyright issues.
(*) Technology: Windows Media Services or RealPlayer way.
