Follow the steps to change the background color of the top horizontal border across the whole Web site:
-> First start Web browser.
-> In ‘Address’ box type the below address
http://Your_WSS_Server_Name/_layouts/1033/styles/Ows.css
And then click on ‘GO’.
-> Click on ‘Save’ in the ‘File Download’ dialog box.
-> In ‘Save As’ dialog box of the ‘Save in’ list, click on the folder where you want to save the file, and then click on ‘Save’.
-> In ‘Download Complete’ dialog box, click on ‘Close’.
-> In the FrontPage open your local Web site.
-> Click on ‘File’ and then click on ‘Import’.
-> In the ‘Import’ dialog box, click on ‘Add File’.
-> In Add File to Import List dialog box, find and click on the file ‘Ows.css’, click on ‘Open’, and then click on ‘OK’.
-> Double-click on ‘Ows.css’ to open the file in ‘Folder List’.
-> Find ‘.ms-bannerframe’ area and change the hexadecimal number of the background-color attribute the color that you want to use.
-> Click on ‘Save’ and then close ‘Ows.css’ file.
-> Click on ‘Format’, and then click on ‘Style Sheet Link’.
-> Click ‘All Pages’ and click on ‘Add’.
-> In ‘Select Style Sheet’ dialog box, in the Look in list, click your Web site, click on ‘Ows.css’ file, and then click on ‘OK’.
-> In ‘Confirm Format Style Sheet Links’ dialog box, click on ‘Continue’.
-> Click on ‘Save’.
