To a radiobuttonlist control add an attribute to call its client event as below:

foreach (li As ListItem in rbl.Items)//rbl is the id of radionbuttonlist
{
li.Attributes.Add("onclick", "javascript:showPopup();");
}

Add a javascript function as below:

function showPopup()
{
alert("Onclick is called");
window.open();
}

If you want to change the url of the popup window dynamically, the same can be passed as the parameter to the client function so that appropriate window will open accordingly.
