This Registry Operation will Disable Changing the Wallpaper
1.Open Registry Editor
2.Open Key :HKEY_Local_Machine\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies
SubKey :Create a SubKey named [ActiveDesktop]
Value :Create a string Value [NoChangingWallpaper] and set the Value to 1 to Disable and 0 to Enable
