This Registry Operation will Disable the Shutdown Button from the Start Menu.

.Open Registry Editor (by typing "regedit" in start->run)
.Open Key:HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies
.Search for the NoClose String Value
.Change the Value to 1 to disable and 0 to Enable
