A function can be implemented anywhere else in a program that follows procedure oriented approach.But that is not the case with methods in object oriented programs,it should be implemented in a class only if it is the responsibility of a class.For example a Class named car cannot implement the method fly() because that is not the responsibility of a Car.But a Class named Flight can implement the method fly() since it is the responsibility of a Flight.
