How to change TEMPDB settings permanently

if we change the TEMPDB settings(INIT SIZE,AUTO GROWTH,MAX SIZE) in sqlserver it will reflect the changes ,but it won't preserve the settings after rebooting the service.
solution for this issue:
we need to change the settings for MSDB then it will reflect the changes to TEMPDB even after reboots happen .
