cannot create web application in dot net 2003?

the web server reported the following error when attempting to create or open the web project located in localhost

500 server error

Please Ensure IIS is running or not?

Please Ensure Default web server is running on IIS.
Still Problem....
open Visual Studio Command Prompt and type this command

aspnet_regiis -i

now refresh ur IIs and enjoy working asp.net
