1- right click your setup project in the solution explorer window and select add ->> merge modules

2- select all merge modules related to crystal reports

3-now you will find that lots of files where added to the solution explorer window , search for reqwiz.msm and right click it and select properties

4- in the merge modules group you will find a field called liscence key, now you will need to go to the help of your development area to get the lisence key of crystal decisions, in vs.net it is found on help->> about then find the key in the installed softwares box

compile and install, you will find the problem has gone, this solution is tested, if you meet any more problems , check the steps again to make sure you followed them carefully

Maged.
