I guess it will be a good idea. if you can allow the email to be created at there native state as always feel them near there home as well it will incourage them to go and enroll with lot of other options.

Hi
if you do such a way that, you will survive only india itself. if you have a mind to do with globaly i think its not good idea. because you will have to take each and every state of the country through out the world.
if you plan to survive within india it is a good idea but globaly then its not.
now a days lot of competition between yahoo and gamil mails. gmail is included chat option in mail services. so think differently and proceed further
