    .NET Basic Licensing Question

If I develop a Windows Forms/WPF application using one of the express edition IDE, will it be legal to sell it through one of the freelance sites to a person who has requested for service.

Is there any Microsoft License restrictions that require me to purchase a license before distributing the software that I have developed

You can use Visual Studio Express edition IDE for development as well as commercial purpose.
You do not have any issue for selling your application. The client should have the original version of windows and .net framework. You do not worry about that issue also
