Before developing a windows phone app, you need to Make sure you've downloaded and installed the Windows Phone SDK from here (http://go.microsoft.com/fwlink/p/?LinkId=259416), then from Windows Phone templates, select the Windows Phone App template. In the New Windows Phone Application dialog box, select Windows Phone OS 8.0 for the Target Windows Phone OS Version. There are lots of SDK's and tools available for windows app programming through Visual Studio. You must choose one of them and try to focus on programming with the same. I preferred developing apps using XAMARIN. I have attached installation document which will step by step guide you to set up a proper environment on your machine regarding all necessary SDK's for XAMARIN. I think it will be helpful for you.
There are many SDKs available whihc you can find if you search in google.
