Try below steps

------------
1)Repair .NET Framework 3.5 SP1 from the Add or Remove Programs list. If you are running Windows 7, repair .NET Framework 4 from the Programs and Features list.
2)Try to launch or install Oasis/Target again.

If the problem is not resolved:

1) Download .NET Framework v3.5 SP1 from the Microsoft Download Center age.
If you are running Windows 7, you can download .NET Framework 4 from the Microsoft Download Center page.
2) Install .NET Framework v3.5 SP1 as outlined on the Microsoft Download Center page. If you are running Windows 7, install .NET Framework 4 as outlined on the Microsoft Download Center page.
3) Repair Oasis montaj/Target using the Control Panel. If not yet installed, run the setup.exe for Oasis montaj (or Target).

Thanks Lalit for reply..

I am using Windows Xp service Pack 3 so i must install .Net Framework 3.5 of SP3 and not .Net 3.5 of SP1

Hi
If you are experiencing this error then please try some of the following steps to fix the problem.

Before you start please ensure that you are attempting the installation in an admin account.

It is possible that your users registry has become corrupted. The following Knowledge Base article describes steps to creatting a new user profile and trying the installation under that account. This is the most common cause of this error and a highly recomended step.

If after attempting to install in another user account you are experiencing the same problem then please try some of the steps posted on Arons web blog. These steps are designing for Microsoft products but also apply to any .net installation.

Finally, check while creating setup files wheather you included all the file properly to create package setup file.
