Providing access to a user

While viewing list items in a list in sharepoint is there any way that a user can request for more access to specific listitem in the list.
the request should go as an email to the administrator
and the administrator should be able to provide access to that specific user through email

Can you post your query with some more explanation that specifies permission login user to get more permission..
