How can i find the encoding type used in my web application

How can I find the encoding type used in my web application.
Such as UTF-8 or Unicode.

I am building an URL from in the code and calling it using the Javascript to open the content in a Window. I want to convert the URL text from Unicode to UTF-8.

Its not very easy to do that but also not very difficult that can not be done.
