hi,
Visual source safe is a very good idea for that.
install the Vss in the server and in the client machine. put the copy of the Project in the server VSS. configure the vss in the client machine and create a working directory in the local machine. that would have the local copy of the application from the server machine..
using this the same application can be accesses by multiple persons..

VisualStudio is a frame work where u can access the files
install the VSS in the Server.programmers can use the application who were connected to the server
same application can be accesses by multiple persons without any conflicts
