My requirement is I have to use two xml files

1. menuxml it will contain links to all aspx page

2. navigation xml which is something like

<navigation>

<navigation Scope Id=1 roles=user>

<menuitem>

<menu item>

</ns>

<navigation scope id=2 roles=admin>

<menuitem/>

<menuitem/>

</ns>

…..

</navigation>
Depending upon the roles menu item will display on masterpage.

This looks like it's related to sitemap, try checking with sitemap datasource.
