it is actually a namespace, A unique identifier. It is not mandatory the site existence. You can give anything there.

This Xmlns is not a Web page address is is use to access the name space so u can open this like other web pages.

Try to open like by typing
http://schemas.microsoft.com/.NetConfiguration/v2.0
then you will get that web site.
xmlns is not a webpage ,it is a name space.
