Isinitiating and session handling

I should create a WCF-service with some kind of logon. What is the preferred way to do this?

I have a thought to create a 'logon-method' for that purpose, marked as 'IsInitiating', but the problem is that such method should not always create a session. Invalid attempts etc should not create sessions.

Maybe I on completly wrong way here...

I couldn't understand your need here. Your Logon method should check the authentication information in the server and then return back with the appropriate response. It is nothing but request/response cycle. So i don't think what your saying is possible.
