Meaningful titles of questions asked in the forum

Hi Tony,

Is there any way by which we can ensure that the Question titles are relevant. Most of the times, the questions posted have titles as :
Need Help ?
Or, Urgent !!
Or .NET query.

We have various logical categories created in the site for questions. Relevant titles have 2 benefits :

1) It makes searching questions very easy.
2) It makes the form questions more readable.
Please let me know if you have any comments on this? Thanks.
