Setting Outlook Express For sending mail thru Asp.net+C#

how to configure outlook express for standalone system to send mail appln
i want test mailing appln for sending mail to outlook express thru asp.net+C#
but whenever i'm testing mail it is showing
Sending Reported error Outllok is unable to connect u r outgoing SMTP email server
If u continue to receive this message contact u r server adminisrator or internet service provider
but i'm not having any server and my OS is win XP SP2
and i don't have net conn so is it possible to send mail thru outlook express to test mail Appln using Asp.net+C#
for standalone system
If anyone knows plz give me the settings details
and proper port no
